在智慧城市与数字化转型背景下,针对城市地址数据存在的“多头管理、标准不一”问题,本文以福州市为例,提出了一种融合多源数据协同治理的标准地址数据库建设方法,通过整合公安部门二维码地址、自然资源、不动产登记等多源数据,构建了包含现状、历史、曾用及回流数据库的标准地址数据库体系,并设计了动态更新机制。本文提出的“数据治理—数据融合—动态更新”框架,结合基于分词算法的多尺度地址匹配技术,解决了多源异构数据冲突、空间定位偏差及属性描述不规范等难题。实践结果表明,该方法有效提升了地址数据的空间精度与规范性,实现了地址数据与业务应用的动态关联,为城市治理与服务提供了可靠的空间数据支撑。

Under the background of smart city development and digital transformation, and for the problem of “ununified management and inconsistent standards” existed in urban address data,this paper proposes a method for constructing a standardized address database by multi-source data integration and collaborative governance using Fuzhou City as a case study. It establishes a standardized address database system comprising of current, historical, former, and reflux address databases, and designs a dynamic updating mechanism by integrating multi-source data such as public security QR code addresses, natural resources data, and real estate registration data. The research solves the conflicts in multi-source heterogeneous data, spatial positioning deviations, and irregular attribute descriptions by innovatively introducing a“data fusion-collaborative governance-dynamic updating” framework and using multi-scale address matching technology based on word segmentation algorithms. Practical applications demonstrate that the proposed method significantly enhanced the spatial accuracy and standardization of address data,achieved dynamic linkage between address data and business applications, and provided reliable spatial data support for urban governance and services.
